Terrorism is the deliberate and organized use of violence against the estate. The first and foremost accusative behind terrorism is to disperse insecurity and to produce fear among citizens.
By hitting unarmed and wretched citizens, terrorists draws a bead on to disrupt administration. The attacks done by terrorists turns off the government power and shows that they are in poor light, i.e. as government cannot assure security of life and property, one of the most important role of the administration. The government does not intensify faith in the common people as it fails to execute its most canonical function: to protect the life, to provide autonomy to its citizens and to assert the decorum of the estate.
